Winot conceives planning as being comprised by two phases: information processing and decision making.

The Holy Grail of the computing science is the complete autonomy of the aforementioned processes. However, the proper mix of computer automation with human intervention, in practice can yield magnificent results. Consider for example the case of coordinating a team of salesmen. The decision (e.g. a visit to 10 potential customers) is to be made by the manager. The optimized schedule can be carried through by intelligent software taking into account a complex set of intertwined parameters: relative locations, schedule or appointments history.
